Draft Construction Accord – open for consultation

The Construction Leadership Forum has overseen the development of a Draft Accord between the public sector and the industry.

The Accord establishes a dynamic collaboration for all the Scottish public sector and the whole of the construction industry to improve outcomes for the businesses and workforce which make up the construction and associated industries and from the industry for its clients, the economy, wider society and the environment.

The team developing the Accord has run a series of stakeholder consultations and has produced a draft Accord which the CLF wishes to adopt. It includes:

  • A Shared Vision for the construction and related industries in Scotland
  • A series of agreed outcomes which support the shared vision
  • Collaborative working arrangements based on the Construction Leadership Forum (CLF) which is chaired by the Minister for Business, Trade, Tourism and Enterprise
  • An approach to developing a Transformation Action Plan for the industry along with commitments to principles and behaviours of participation.

The proposed Transformation Action Plan for the industry is to be based on the workstreams of the Construction Industry Recovery Plan, reconstituted to move on from recovery and focus on transformation. Proposed Work Streams are:

  • Reforming Construction Procurement Practices & Supply Chain Management
  • Developing & Publishing Transparent Forecast Pipelines of Construction Investment
  • Increasing the capacity, capability, and diversity of the workforce
  • Creating conditions for everyone in the sector to have a safe and rewarding career with high quality and fair work
  • Creating a sustainable quality culture
  • Increasing the take up of digital technology and modern methods of construction
  • Driving a just transition to net zero carbon and resource efficient operation of the construction sector
  • Maximising opportunities for shortened and resilient supply chains
  • Collating usable, high-quality and meaningful data about the Scottish construction sector

At this stage wider industry feedback is sought:

  • On the Shared Vision, Outcomes and Collaborative Working Arrangements in the Draft Accord
  • From any individual or organisation which believes they have a contribution to make to progress any of the work streams set out for the Transformation Action Plan.
