Unlocking better project outcomes: Introducing the ten keys to successful construction procurement

October 21, 2026

The Construction Procurement Working Group, operating under the Construction Leadership Forum's (CLF) Transformation Action Plan (TAP), is pleased to support the publication of the new guidance, "Ten Keys to Successful Construction Procurement".

Developed collaboratively with Scottish Government, Scottish Futures Trust, and the Construction Quality Improvement Collaborative (CQIC), the guidance presents practical actions that can help improve the delivery of construction projects across Scotland.

The Ten Keys are founded on a simple principle: good procurement decisions create the conditions for successful project outcomes. The guidance highlights practices that promote clarity, competence, fair competition, sustainable pricing, quality, prompt payment, and effective collaboration throughout the procurement process.

Importantly, the guidance is relevant to projects of all sizes and complexities. Whether acting as a public sector client, contractor, consultant or supply chain partner, the Keys provide a practical framework for developing procurement strategies and making informed decisions that support better value and better outcomes.

As a TAP working group, we believe the guidance represents another positive step in delivering the ambitions of the Scottish Construction Accord. By adopting these approaches consistently, the sector can strengthen relationships, improve project performance, and support a more sustainable and resilient construction industry.

We encourage all organisations involved in procuring, delivering, or bidding for construction work to familiarise themselves with the Ten Keys and consider how they can be applied within their own projects and procurement practices.

A Construction Sessions webinar introducing the Keys will be held at 10:30 on Tuesday 27th October 2026.   Sign up here.
